The scheme is uncovered when a CIA agent following the trail of billions of dollars in foreign holdings becomes suspicious of the elderly Hong Kong businessman involved in the deal. He learns the money is tied to flu research being done at Shanghai Genomics, and from there the action soars. After the agent discovers former scientists at the research center have mysteriously died, he steps up the investigation and retrieves a sample of the flu vaccine. It turns out that genes produced in the project would make the Chinese a super race. Leaders from China and the U.S. debate which steps to take.

With the vaccine stored on a refrigerated ship in international waters, all sides must determine the best way to destroy it. Are neutron bombs the answer, or is there a simpler way to defuse the situation?
